Actually, the tribunal recommended many more and Lincoln signed the warrants on only the ones he thought had sufficient evidence. It was a bunch though. The Dakota war saw a lot of settlers murdered. Given what they were mad about the Sioux should have attacked the soldiers instead of settlers. I think a problem with history is we tend to interpret events in terms of our own era instead of when the events took place.
