He makes good cops look bad. There are so many good cops doing great things in their communities. One bad apple doesn't spoil the batch.

This isn't the norm for the majority of the P.O.'s... but I'm not so sure I would say that if I was one of his victims. He should serve to total amount of time all his victims served... Consecutively.
