Despite Obama's pre-election pledge and the use of executive orders not to use lobbyists, he did. He hired them by the use of waivers while others simply changed their status so that they were no longer classified as lobbyists.
By 2014, there were 65 known lobbyists in his admin. By 2016, Obama was debating doing away with the rules in order to allow his successor to have an easier time staffing the WH.

2) By 2016, Obama had realized that a lobbyist had skill sets necessary for certain positions and that a failure to hire lobbyists in a new administration may prevent or delay the filling of positions (reminder, he and many thought Hillary would be the new President). That is why he was debating to remove his prior E.Os regarding lobbyists.
3) Trump promised to drain the swamp. This is often referred to corruption and congressional stagnation. He never promised not to hire lobbyists. While Trump has accomplished many things in his less than 3 years in office, it is debatable that he has made any inroads into any of the pre-existing issues that exist in Washington DC.
