You openly lie to a Superior anywhere that is grounds for termination. In the Army it is grounds for Court Martial. Why the Navy Secretary thought to take it upon himself to lie to the DoD Secretary and then go around him and try to negotiate a secret deal with the While House. Grounds for SecDef physically kicking his azz if you ask me. Though I am not advocating violence.
