OK, what is the size difference between Florida and Texas and Puerto Rico and the Virgin Islands? Just a quick look says Puerto Rico is about 3,500 sq miles and Florida is over 65,000 sq miles. Population of Puerto Rico is just a hair over 3 million, Florida is 21 million and Texas 28 million. Do you think that might be part of the reason?
