Not necessarily. Russia lost a lot of men and material in the course of six year, and the value of maintaining the force there doesn't have much return on investment.
Their goal was to get Ukraine to say uncle and accept Russian terms and economic dominance. If anything, this has hardened Ukrainian resolve.
