Much of it went into his pocket. The US State Department's policy was to throw money at everything as a solution in Afghanistan. It was not. My unit had $42 to work with of State department money (called FOO Funds), that is it. We accomplished more than $42 worth of construction and security, and didn't spend any of that money.
