Perhaps it is wise to have Congress declare Cyber War against Russia. Congress is the body who is invested in such powers; yet has not done so since WW Two?

Let’s see if I have this straight, a public news source has what I would consider classified information about our cyber plans. Also, tell the Russians, we placed Putin off limits due to being too provocative. Am I the only one that believes this is a load of you know what?
