Lt Col Charlie Brown I read today that Congress did declare war, in 2001 & 2002 which presidents have been using as “authority” ever since. If Congress were to step up and declare war, it is their right, if they weren’t consumed with talking about finding an impeachment reason.
Similar to the multiple ‘agencies’ that issue controlling edicts governing such things as flowing ground water being navigable water and subject to regulation. Congress would rather allow authority to be usurped by ‘letter’ agencies than to legislate laws that might offend someone!
