I'm just wondering how a homeless guy with a possible drug problem gets a hold of multiple rice cookers to orchestrate public panic and gridlock. It's possible or someone put him up to do it for a fix. Who knows...

It's a low value item and sometimes when large stores clear their stocks if there are not a lot of them, that stuff goes into the dumpster and is written off. Because it is so low value they can't really liquidate to clearance places like Overstock dot com unless they had lot of volume of items left. So I can see him finding them in a dumpster behind an appliance store.
