Or maybe the bills just didn't get unanimous consent and were remanded to committee where work to improve the legislation can happen.
Because that is what actually happened.

Wow. All these years from the past election and NOW they want to pass the bill? What was the funding increase and what other pork was tied to it? They can still voluntarily report foreign offers, or like some of them just take the cash.
Wish we knew ALL the ins/out of the bill. Also, why did they wait until 266 days before the election? This should have been a priority since the last two elections. Seven years they waited. (Remember "hanging chad"?

The real question surrounds the Democrats motivation. Pelosi just today touted the revival of the ERA which died years ago because it was a poorly written bill then and her explanation today shows it has not been improved. Security is something that comes forth from the party who even a blind person could read in braille from recent material has few if any honest intentions in mind concerning elections. Perhaps Pelosi and Shroomer should spend some time in the US Constitution and not the one they made up over a couple of late night binges at the bar. Let's consider this for a moment. Democrats seek to obfuscate and eliminate the Electoral College because; hmm they haven't liked oh since Al Gore. See they only want to get rid of something when its not in their favor. In this situation our forefathers had the foresight to know that at some future date; today, that some would seek to circumvent the balance of power the instilled in our Republic. That is they provided the Electoral College to balance the power that one region (i.e. West Coast or East Coast) had merely due to population. If one looks merely at the US Senate and House or Representatives for example you will see another intelligent decision the forefathers made. The Senate was constituted to afford and accord "each" State with equal representation (2 per State). The House of Representatives was accorded allocation based on a State population with the ceiling of 435. It was done to allow for both houses to have the independence of action we now have today. As well, we can divorce ourselves from States just arbitrarily "awarding" delegates because that does require the consent of the governed regardless of what some States have been attempting to accomplish by fiat. Looking forward to the Constitutional cases which will be forthcoming to the US Supreme Court. Our Constitutional Republic, which in spite some claims to the contrary is not and never has been a direct democratic country. Greece and others akin to those countries back in history were; we are not.
