I bet he felt like he was between a rock and a hard place but like SPC Mark Huddleston I have never had to serve on board.

I think I would side with the Navy on this. If his Commander was right down the hall from him on the ship going around him without first going through him wasn't very smart. Even worse though was he significantly expanded the distribution of the communication beyond his immediate chain of command. So I can see how that would lead to a loss of confidence in him to manage a crisis.

Article says they think not know he did it. How many eyes & hands did the message go through before it got to big Navy.

Yeah, the problem is he CC'd the letter outside his immediate chain of command which would make tracking the leak a lot more difficult. Plus he did not mark it confidential so I am scratching my head on how they could say it was leaked if not marked restricted.
