While this may not have been preventable, there are a number of things that come to mind. First, if people are showing no symptoms, checking on them twice a day may be reasonable, but if there are symptoms, it won't cut it. Second, this seems to validate Crozier's concerns. Third, the Navy COC doesn't seem to have any sort of plan at all to deal with this.

I agree that the planning seems to have fallen short military wide on this thing. Not just the military, though. We as a nation, we as the world, were not prepared to deal with something like this. I think the real thing that got us all in trouble as a planet was how long people can go without developing symptoms and that some people can stay contagious for a while even though they have zero symptoms. The captain did have valid concerns for the safety of his crew. The issue is delivery of the message and more importantly the leaking of the letter to the press.
