According to section 403 of H.R 307 which became public law in 2013 it was supposed to be.

It was supposed to be - but was not. Why? Other than the Senate denying/cutting budget by moving it to other areas?

Our government is too busy funding Illegals, Free Health Care, housing and anything else. They are too busy voting for raises while wasting millions daily. They are too busy writing checks to foreign countries with zero accountability. Congress has proven time and again their hatred for 'ONE' is far more important than America or Americans.
