I think that the Kurds, Syrians, Russians, Iranians, Turks, and Iraqis have this well in hand.

There were lots of Germans left in the Wehrmacht and Waffen SS at the end of WWII also. Some of them even tried to fight on. But the Third Reich was truly and thoroughly beaten.
There will always be terrorists, but ISIS as a strategic threat in Iraq and Syria has been defeated. We must remain vigilant to ensure they don't reconstitute themselves, but I think all of the parties involved out there are very vested in seeing them not be resurrected.
