SPC Michael Duricko, Ph.D - Actually, Trump and the GOP had FULL control of the Executive Branch and Congress for the first TWO years of his administration. So, he had the opportunity to defund them, and without any Democratic obstruction, but he didn't. It was an empty promise, just like it is now.
