The numbers and demographics of participants in rioting is not the key factor here. Someone is inciting the riots. Whoever THAT is, is the important factor.
As for those who are joining riots in their own neighborhoods, of course people will participate in illicit activities that allow them to run wild, assault people, destroy property, and loot when they KNOW they will not face consequences. Why do you think the "Purge" movies are so popular?
If a riot occurs in my neighborhood, I won't care about the demographics of the rioters; I will use "Equal Opportunity" to prosecute those who threaten my family, my home, and my belongings.
