This happens in private industry, too. Kind of a share the “wealth” thing.

I was a legal compliance analyst at MassMutual. Someone in another department got his law degree. He was rather dense. They sent him to my department so he could "use his law degree." They just wanted him gone. After working with him a couple of weeks I understood why.

Now they need to address those promoted so they are transferred. The phrase used to describe it in the Navy is "sh*t flows up." I saw it happen a couple of times. Officers who are so ineffective they become a problem for the command so they are promoted to get them off the base.
