After reading this article, it doesn't look like this is military testing. It is civilian Coast Guard employee (s) taking bribes for civilians taking their mariner tests. Coast Guardsmen don't go through that process.
So it doesn't look like service members were involved in this at all.

Scary to think that some of the faked scored individual are probably out there running a ship. Let’s hope that none of that is happening at air traffic control school.
