At the moment forget about what the gop wants. The package could be trimmed down an negotiated but the gop won't negotiate with the democrats. They didn't in 8 years of Obama as the democrats didn't negotiate with trump an the gop. What goes around keeps coming around.

Over 300 bills passed by the House never saw a committee hearing let alone a floor vote. Can't negotiate if one side refuses to even leave their offices.
