This is, as most issues dealing with poor management are, a situation which comes down to tact. You should be able to discuss ANY situation with your boss... as long as you do it tactfully.

It could be poor management, but it can also be the business being in trouble. As you say tact is always important. I remember my first professional job back in the day in Houston, all of us were expected to do everything. We did and made the company a success but they didn’t compensate accordingly. For me it was take it or move; this was right before I enlisted. I left the company on good terms with great reference letters, the tact you mention.
