Very unfortunate event. Experience showed that anyone actually hit by a SCUD was terribly unlucky, as the SCUD, or at least the Iraqi version, was dismally inaccurate.

Maybe, but you could say the same about the V-1 & V-2’s in WW2. Fire and forget terror weapons.
I can say for a bunch of folks (the survivors anyway) who were in country less than a week that this event had a profound effect not only on them but on their community as they were USAR.
