i don't know the details of the bill, but i'm confident enough to say what the h e double hockey sticks took so long? how can any politician be against combatting sexual assault in either the military or civilian worlds?

These needs to be done to prove it will do little. Regardless who handles the sexual assault cases, there will still be a huge discrepancy between the definition of sexual harassment being whatever the victim describes it to being and what is a case a prosecutor will take to court. Will commanders still be able to do non-judicial punishment? If this takes away non-judicial punishment then only the serious cases will have punishment and less serious none. That will not solve problems but create more victims who did not see the offender receive appropriate punishment.
