Considering it is a systemic problem in the military especially in regards to the victims, I will say the problem is definitely a leadership problem. We can't prevent all sexual harrassment nor assualts, but we can do much better in taking care of the victims.

That's true. Many on the Hill have allowed the GO/FOs to defend the sanctity of the chain of command over the years - Sen. Gillibrand mentions year after year, they come before the SASC and say "we've got it ma'am, we've got it." But the problem is getting worse with no end in sight. Hence this legislation and many of those on the Hill who had previously opposed this remedy, not in support. Most of the SASC now supports.

CAPT (Join to see) - I think its like the concept shit rolls downhill. It looks like it will require honest brokers on the top of the food chain to start enforcing the standards and changing the culture.
