This is interesting, is the Navy interested in promoting only the best or in promoting diversity or some how trying to do both at the expense of meritocracy?

Interesting article, thanks. I would like to see the actual numbers on different colors/sexs promoted; it must be pretty one sided for the brass to make such a policy change and admit they were wrong. It appears our leaders don’t want the best of the best, they want to be politically correct.
