The technique has successfully created rain over Dubai and has even resulted in safety warnings for drivers over slippery roads.

It appears that way ma'am. The one caveat I saw in the article is they need clouds to work with.

Very interesting; however, many hot spots across the globe where rain is scarce, the Government introduces ways of creating rain in support of agriculture, environment and climate control. Dubai is using drones to do the same using a more cost-effective model.
