Yes indeed it is legal. A lower court judge issued a restraining order on the arrest warrants. The ate as State Supreme Court over turned the lower court judge. It makes sense. PFC (Join to see) - There is no such thing as a Texas State Marshal. You're probably thinking about the Texas Rangers (and not the baseball team) that is a part of their Department of Safety. The other group would be the Texas Highway Patrol, also known as Texas State Troopers, also a part of the Texas Department of Safety, but separate from the Texas Rangers. Their state bureau of investigation is known as the Criminal Investigations Division, which also falls under the Texas Department of Safety.
