To simplify this, we did things really well without planning for the type of event that brought the towers down.

In my opinion yes we did. The key in designing structures is to have redundant load paths that bridge the area where catastrophic failures take out a portion of the structure. It would be nice to build to provide for all failure types, but it just doesn’t work the way,
