As chairman of the Joint Chiefs of Staff, I don't believe Milley is in the chain of command to take these action independently. He went off the reservation, plain and simple. It appears Milly has a God complex.

I agree with you. Milley however is technically not in the military operational chain of command. He is an advisort/liason to POTUS. He unilaterally inserted himself to take power away from #45 because the Libs thought DJT was going to start a war and blow up the world. The President was actively seeking to keep us OUT of war.
