I don’t necessarily view it as the worker’s fault. We don’t know what the plans and specifications called for; it could have been a design error. We also don’t know what inspections were called for (would have been in the specifications). Sometimes we ask for some work quality that the local economy just isn’t ready to provide, in that case the organization need to be willing (have the balls) to stop the project (political).

In any case, no one should lose their life over actions like these. God Bless these people. RIP.
