My guess is the local politicians were told about the problems for years if not decades. They chose to do nothing, and waited until it became a huge problem. Then they cry to the federal government to help them out. Everyone that was responsible in this fiasco is probably still employed.

Interesting article. I wonder why they aren’t using plastic liners? I watch a lot of home shows etc. a company was running plastic liners in pipes. When the liners were out inflated they hardened and provided a water proof conduit. The show was using them in sewer lines. It was about 1/3 the cost of replacing the lines. Here in Augusta the mayor about10 years ago took money from the water department and let it go down the drain while funding other project.

Yes sir resurfacing the insides of pipes can be very cost effective. How useful it is depends on the pipe material and what condition it is in physically. A careful inspection is required for every use to determine if it is a good choice.
