Predictable. I remember when the 2013 shutdown caused my class in October to be cancelled, and delayed my promotion until I could get rescheduled and complete the course.

One of of the reasons I have no use for the Republican/conservative <Article 88 - deleted> in the House and Senate.

SGT (Join to see) - That's not what § 4 says. See Perry v. United States 294 U.S. 330, 354 (1935). Nothing in the section says anything about the ability of Congress to restrict their own authority to incur debt.

If you have some authority (i.e., case law) that says otherwise, let me know, and I'll look at it.
