I have mixed feelings about public/private partnerships… that are mostly negative. From what I have seen in a vert small way for DOT/infrastructure agreements; the agreements almost always give too much tax money to a contractor/consultant leaving the lions share of ownership/maintenance responsibilities back to the state when the agreement has run its life… just when the infrastructure needs TLC the most. MHO I realize I got away from what this article is about, but I believe it goes toward public/private partnerships.
