It does appear that way doesn't it. Another good caption could be: "No college for you, you didn't take the shot!", or maybe: "You didn't get the shot, you're fired!"

You have that right, they need to be brought under control and the tool already exists. The PUC, control them exactly like you would any utility. They unfairly flag a tweet, you pay $!M. They will stop very quickly when peoepl stop playing games.
