The Clip is from the parody "PragerFU" (we can speculate what the FU addition stands for). The mainstream media does it all the time. Anyway it's misleading even before the Play button is clicked.

When you think of the Republican Party, what comes to mind? If you’re like many Americans, you may associate the GOP with racism, sexism, and general inequal...
Incorrect, while Mr. Deity labels all PragerU videos as "PragerFU" (probably because Prager is funded by un-American Christian Nationalists), the actual video clips were taken from an actual PragerU video, located here > https://www.youtube.com/watch?v=OURy5WFp0zk

Capt Gregory Prickett - It certainly IS misleading for the following reasons:
My objection about the lead-in sentence “"PragerU admits that Republicans don't do anything anymore for Blacks and Women." Is that although PragerU did state that in their video, it does not contextually represent the “whole truth” and is, therefore, misleading.
The PragerU presentaition in summary states:
1. GOP did stuff for Blacks and Women early on but no special effort in recent history. They treat everyone equally.
2. Democrats oppressed Blacks and Women early on but in recent history advocate special accommodation and reparations to atone for sins of the past. They treat Blacks and Women as victims.
The “PragerFU” video presented by (misterdeity) is nowhere near the same and parodied to look like a program from PragerU. That makes it misleading.
1. The presenter (misterdeity) took actual clip segments from the real PragerU presentation and used them as fodder for his bullet-points between the various PragerU segments. His editorial remarks between those segments are used to deconstruct the original PragerU presentation and replacing it with his alternate message. That’s misleading on steroids.”
2. The presenter (misterdeity)’s position is (apparently) that Blacks and Women are helpless victims that should be compensated and paid reparations for the sins of generations long past.
Since the government only prints the money (not the value behind it) the bill should be paid by redistribution-of-wealth (i.e. theft).
3. As for myself, I’ll say Cain slew Able a long time ago. We are all their posterity. I, for one, have no intention of participating in any reparations scheme. I didn’t kill anyone and I’m not going do time or fortune for anyone else’s sin.

SPC Terry Page - You apparently see things that were not stated in Mister Deity's video (such as your BS statement that he believes in redistribution of wealth and reparations). No, Mr. Deity is not his actual name, it's a name used online. The series was created by Brian Keith Dalton (Mr. Deity) and distributed by Lazy Eye Pictures, and had you watched to the end, you would have seen that in the credits.
It's satire, and fairly easy to recognize as such.
