I call it out on the left, I call it out on the right. Here is EVERYTHING you need to know about the entire article, in one sentence (from the article itself):
"The report, which Fox News has not confirmed, sparked immediate outrage from Republicans and former Trump officials at the prospect of using taxpayer money to turn illegal immigrants into millionaires."
Translation: Hey, we heard a rumor which we can spin to sell shit and provoke a our fan base... err... consumers. Rather than engaging in, you know, actual JOURNALISM, to confirm or deny, we'll just run with it and see what happens.
Until Fox wants to actual provide FACTS rather than rumor or innuendo or baseless outrage, this is a non-story.

But I think it's intended to get people up in arms. Keep everyone busy (like a magician's slight of hand to redirect) while they are doing other dealings. Say something extreme, so that when they actually do something, it seems less extreme, so it gets let through. Also, I think they are still trying to get a shooting incidence that is large enough that they can finally get the guns confiscated, and then can really speed ahead with their plans. Just my thoughts.
