Since they are a state militia until federalized, I doubt there is much they could do except pull their funding and exclude them from military schooling. So, in other words, Oklahoma Nation Guard is screwed.

Correct, and if that doesn't work, they can move equipment to other states. For example, the OKANG has two flying wings, the 137th SOC and the 138th FW. If the Air Force decided to move the F16s to another state, there would be no need to fund the positions that supported the 138th anymore. The same goes for the OKARNG, by moving the HIMARS to another state that doesn't have a deployability problem.

That, of course, would be way down the line, and only if the other means of applying pressure did not work.

They can do all sorts of things. Stopping their pay would be one way to go. They could transfer equipment and slots to other states, where the units would maintain readiness. And those are just the first two options that come to mind.
