FEMA's main mission is to keep a stockpile of money always ready for the next natural disaster. There is always another one right around the corner.... It gets real bad when 3 or 4 happen in the same month.

I need to adjust your definition a little. FEMA’s mission is to use the funding allocated to reduce loss of life and property from natural disasters. Like the military there is never enough to guarantee an outcome, we have to do the best with what we have.
