Does the Guard fall under state or federal control during weekend drills or summer camp?

CW4 Guy Butler no. NGB is only a resource headquarters for the states. They are not in any states' chain of command at any time.

CW3 Matt Tait that's an autocratic solution. A better one would be to ask Congress to make it regulation as that's not just a gimmick, but actually Constitutional.

1SG (Join to see) Hence the term ADCON, for administrative control. No command relationship.

CW4 Guy Butler but there is not administrative control either. NGB cannot reassign personnel or equipment, they don't pay state forces or process pay or awards, and they don't set standards for individual or unit training. At best they facilitate the several states' own ADCON, by locating resources to meet state needs that states are unable to fulfill on their own.

At the very least, they won't be able to be activated for federal service. I'm sure more than a few use any reason at all to get out of their civilian jobs. Maybe that would make a difference in their opinions.

Not true. Regulations require several vaccinations. We do not enforce those with any special rigor, however, as all that is necessary is to catch everyone up.during Mobilization prep. I am past due for a Tetnus booster as we speak.

The 2wks training pay is needed for retirement points… no work , no pay. The weekend drills will never add up to enough for them to work to that goal. They’re biting the wrong hand.
