I wonder if he got his ticket refunded. I also wonder if they ask him before that to put on a regular facemask.

The one thing I can see as a possibility which is not mentioned here is air circulation filters. I know planes have super top notch air cleaning filters. If those don't kick on until cruising altitude then the "mask until cruising altitude" policy does make some sense.
