I was told, when I was in the MARINE Corps, that if you want to save a drowning man, be sure to take a stick with you. If you don't he'll drag you down and drown you both.
What does that have to do with the quote?
God, through Jesus & The Holy Ghost, is rescuing a dying world that He "So Loved". However, He has to "scourge every son". You know what I'm about to say next.
At the outset, and for way too long, they become way too spiritual, and so heavenly minded, He has to break them like wild horses to get them to Do Anything on earth the way HE wants it to be done.
I can read spanish. I can pronounce all the words. I've listened to enough spanish speaking folk to know to pronounce the double "ll", the "g" and the "ch" and stuff like that. That does not mean that I know what I'm reading.
America is filled to overflowing with "practitioners" that can pronounce all the gospel words. Unlike the drowning man, we can't hit them upside their heads with a stick.

Close but no cigar. It's not an act, and it never will be. Christianity is a Spiritual Do-Over. Totally and Completely.
