Navy messaging and Public Affairs continues to be atrocious. When the EIS was done to put an acoustic test facility for subs up in Ketchikan, AK, my job was to establish a contracting office and staff it. So I was up there for a bit being the face of the Navy. Then the Flags decided a "real" visit was in order to defray the refusenik types yelling about how Nukes will create two headed salmon. So did they even talk to me about the cultural terrain? No. It's above mere O-4s/GS-13s. So the silver haired fox O-6 shows up with the chick bait O-3 "aide" and does the spiel on TV. It was a total disaster. He just repeated the needs of the Navy, there's nowhere else to go, and we're the Government, so stand aside. It went real nuclear when it was over but the hot mic picked up on him asking the aide if they could catch the next plane because he didn't want to overnight "in this dump". It took me 3 months of constant TLC to calm things down to the point that we could announce where the office would be hoping it didn't get bashed up. I selected a unit in the Tongass Building which was right next to the Mall. It had other offices of relative importance to the community, so provided a good buffer. I had my full time O-3 up there host regular open houses and keep things favorable. Don't get me going on the cluster with the Ehime Maru sinking out in HI. It was Yogi's deja 'vu all over again as an O-6. No improvement from the Alaska days.

It’s actually a great idea. The Army has units that do water purification and distribution exclusively.
