The State Department advisory for all American citizens to leave the Ukraine has already been issued. There have also been months of warnings and guidance. The Ukraine has had a "Do not Travel" status for just as long.
If there are still any Americans left in the Ukraine and Russia invades (there are), that was a stupid decision that they made.
We can't keep blaming the government for the stupid decisions of individuals.
