Yes, sometimes it seems the decisions are made by whoever is in office, and it's not supposed to work that way. I have some experience in evaluating environment considerations and in my opinion the courts are being used too much by all sides concerned.

I am sick of the garbage about America not developing its energy resources. Not developing our resources puts us at the mercy kings, tyrants,and despots. Twice in the last year Biden has ,asked Saudi Arabia to increase oil production and they told him to pound sand. Funding Putin’s war is better for Europe and the environment than developing our own energy?
