Whether the school is legit or not is one thing, whether the foreign award is eligible for wear on a uniform is another. AR 600-8-22 should show the foreign awards that are currently eligible for wear, and typically need to be noted on a 4187.

Since you have to pay for it though something tells me it's not authorized.

600-8-22 says that the Laotian Parachute Badge is authorized for wear… it looks the same as a what they give upon finishing. Seems a bit sketch.

The Royal Lao government is a government in exile, having been defeated by the rebel forces in 1975. The current AR merely states that the Laotian Parachute Badge may be accepted and worn by soldiers. Airman still have to follow the acceptance requirements of AFMAN 36-2806. I doubt it would be approved, but who knows.
