I read the pandemic annex to the National Response Framework (NFR). The NFR is how the US prepares for disasters. It indicated HHS should be the focal point for giving out strategic messages in regard to the pandemic and taking charge of anything medically related. They became irrelevant as Trump took charge and f@cked up the whole response. Lying about the pandemic is not preparing for it. Trump has a lot of blood on his hands with his do nothing plan.

SPC Jeff Daley, PhD - The fact is, when there is a known impending national disaster that will hit our country, the president should immediately implement the NFR. They got neutered because Trump wanted to control everything. The NFR was created because the Federal Government hardly planned for Hurricane Katrina so they developed the NFR.
The NFR is the National Disaster Plan. When is it logical to implement the NFR? Like never which was Trum's response? It should be implemented right away. Your verbiage tells me you have no clue about the NFR. Instead we had a president who took control and lied about the risk of the pandemic and talked about stupid things like bleach injected into bodies and UV lights stuck up their asses.
Since you don't understand the concept of implementing the NFR ASAP you are inordinately ignorant of the process. I have also worked in the National Disaster Planning field.
