NCOs help decentralize leadership. For example, when I was a tanker, the tank commanders understood our tactical SOP. It facilitates initiative. The Russians have no such leadership like that, and decisions are often centralized which makes fighting inefficient and inaccurate.

The NCO/PO corps has always been the backbone of our military success. A good NCO/PO has always been key to any military operation. One officer can't manage a platoon alone. Four can't manage a company alone. Other militaries are learning this, the hard way. I've worked/trained with foreign militaries where officers buy their commissions, or are given their commission because of who their dad is/was. Militaries with no NCOs. It a total Charlie Foxtrot.
