This article appears pretty slanted politically. If the law was truly about bribery, it would not allow ANY amount to be repaid from campaign donations. $250,000 is more than 1 year's salary for any member of Congress. This law merely incentivized people who ran for Congress to use OTHER people's money. In fact, in one of the Presidential debates, Bernie Sanders argued that people should not be allowed to use their own money to run for public office. He further argued that all campaigns should be publicly funded. It is greed and theft to be generous with other people's money.

Actually it will allow a billionaire to contribute Millions to a campaign to ensure his/her candidate wins or at least has the better shot at winning and then pay the candidate back afterwards through the "loan" loophole.
