Not only wrong, but also wrong-headed. This isn't even a "we mean well, but screwed up how we went about things" policy. It is a straight "we need permission to cover up what we are doing."
The ONLY things that should be confidential are legitimate dictor-patient counseling (which would still disclose the EXISTENCE of the counseling, AND allow parents to opt out, as well as provide parents overview of treatment, without specifics) and allegations of abuse.

I agree. We sought out counseling for my one grandchild, if the school stepped in I would be very offended. They would be putting themselves before doctors and licensed therapists and that is not their function in life.
