A decent article. It doesn’t go into the nuts and bolts of project contracting but it’s been my experience if you want to factor in experience and other special abilities of engineer’s and contractors you should bid out a Turnkey, or what they call a Design-Build Contract where you solicit letters of interest (limited to 5 pages, and then ask for detailed proposals and costs from you're short list (top 3 engineer/contractor teams). You select the best concept and then negotiate a final price. It is an intense process where everyone is looking to gain an advantage.
This works well with one caveat: The project manager running the show needs to have enough experience to evaluate the proposals of the Design-Build Team will eat you lunch. You’re project managers need to have at least as much experience for the type of project as the team they are rating. Politics need to stay out of it! Good luck with that. :)
